Amend CSHB 1 as follows:                                                     

(1)  Add the following appropriately numbered rider under 	the Article II appropriations to the Texas Department of Mental 
Health and Mental Retardation (page II-73):
	___.  The amount of $11,518,094 is appropriated out of the 
general revenue fund to the Texas Department of Mental Health and 
Mental Retardation for the state fiscal year ending August 1, 2004, 
and the additional amount of $11,518,094 is appropriated out of the 
general revenue fund to the Texas Department of Mental Health and 
Mental Retardation for the state fiscal year ending August 1, 2005, 
for the purpose of operating residential care facilities for 
persons with mental retardation.
	(2)  Reduce the Article X appropriations to the Texas Senate 
(page X-1) by $3,839,364.67 for the state fiscal year ending August 
1, 2004, and by $3,839,364.67 for the state fiscal year ending 
August 1, 2005.
	(3)  Reduce the Article X appropriations to the Texas House 
of Representatives (page X-1) by $3,839,364.67 for the state fiscal 
year ending August 1, 2004, and by $3,839,364.67 for the state 
fiscal year ending August 1, 2005.
	(4)  Reduce the Article X appropriations to the Texas 
Legislative Council (page X-3) by $3,839,364.66 for the state 
fiscal year ending August 1, 2004, and by $3,839,364.66 for the 
state fiscal year ending August 1, 2005.
	(5)  Adjust totals and methods of financing appropriately.
