Amend CSHB 1, Article II, Department of Mental Health and 
Mental Retardation on page II-92 by adding a new Section 61 as 
follows and by renumbering the remaining sections appropriately:
	61. Required Approval for State School or State Hospital 
Closure.  In the event the department satisfies all existing 
statutory or other legal restrictions pertaining to the potential 
closure of a state school or state hospital, the department must 
provide written notification to the Legislative Budget Board and 
the Governor of the name and location of the facility proposed to be 
closed, the number of clients affected, and the time line for 
implementing the plan to close the facility.  The department may not 
proceed with the plan to close the facility until it receives the 
formal written approval of both the Legislative Budget Board and 
the Governor.
