System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	
Amend Amendment No. 18 by Heflin to CSHB 1 (page 10, amendment 
packet) by striking the existing text of the amendment and 
substituting the following:
	(1)  On page IX-74, Section 11.15, Contingency Appropriation 
Reduction, Subsection (a), strike everything between the words 
"Comptroller" on the second line and ending with the words "to 
certify" on the fourth line and substitute the words "shall notify 
the Legislative Budget Board and the Governor of the amounts of the 
reductions in general revenue and general revenue dedicated 
accounts that would be required."
	(2)  On page IX-75, Section 11.15, Contingency Appropriation 
Reduction, strike Subsection (c) in its entirety and substitute the 
following:
	(c)  The Legislative Budget Board and the Governor shall 
determine the amounts of reductions by agency and strategy and 
shall take formal action to implement the reductions.
