Contingent upon passage of HB 1801, SB 1182, or similar 
legislation, the Department of MHMR shall negotiate a performance 
agreement with each Local MHMR Authority based on the priorities of 
the local community as expressed in the local service plan.  The 
performance agreement shall specify certain outcome expectations 
for programs administered by the local authority.  Performance 
related to these outcomes must be verifiable by the Department.  
Measures relating to outputs, units of service delivered, and 
efficiencies which may be included in the performance agreement, 
shall be recorded in the local authority automated data systems.  
Copies of these reports shall be forwarded to the Department at 
least annually.
