Amend CSHB 1 as follows:                                                     
	(1)  Amend CSHB 1 in Article II by adding the following 
appropriately numbered rider (on page II-115):
	_____.  Access to Health Care Services.  Notwithstanding any 
other provision, an agency administering or responsible for any 
part of the medical assistance program under Chapter 32, Human 
Resources Code, may not adopt or implement any changes to 
eligibility rules or procedures that would decrease enrollment 
unless the Health and Human Services Commission receives prior 
written approval from the Legislative Budget Board and the 
Governor.
