each fiscal year of the biennium, and under the Method of Financing:

	(8) On page III-55 of the bill pattern for Texas Higher

in subsection (b) of rider 45;
	(9) On Page III-55, in the bill pattern for the Texas Higher 
Education Coordinating Board, add the following rider:
	"48. Minority Doctoral Incentive Program. Out of the funds 
appropriated to the Minority Doctoral Incentive Program in SB 1, 
Seventy-seventh Legislature, Regular Session, 2001, for the 
biennium ending August 31, 2003, $137,304 is hereby appropriated 
for the biennium ending August 31, 2005.";
	(10) On page III-214 at the end of Sec. 48 under Special 
Provisions Relating Only to State Agencies of Higher Education add 
the following:
	"Amounts available for distribution or investment returns in 
excess of the amounts estimated above are also appropriated.  In the 
event that amounts available for distribution or investment returns 
are less than the amounts estimated above, this Act may not be 
construed as appropriating funds to makeup the difference.
	All balances of estimated appropriations from the 
institution's allocation from the amounts available for 
distribution out of the Permanent Health Fund for Higher Education, 
except for any General Revenue, at the close of the fiscal year 
ending August 31, 2003, and the income to said fund during the 
fiscal years beginning September 1, 2003, are hereby appropriated.  
Any unexpended appropriations made above as of August 31, 2004, are 
hereby appropriated for the same purposes for fiscal year 2005.";
	(11) On Page VI-33, under Rider 15 in the bill pattern of the 
Parks and Wildlife Department:
	(A) strike "$33,000" and substitute "$66,650";                                 
	(B) strike "$66,650" and substitute "$33,000"; and                             
	(C) strike "for the biennium" and substitute "in each fiscal 
year";          
	(12) On Page VI-49, under Rider 11 in the bill pattern of the
