Amend CSHB 1 as follows:                                                     
	Add the following rider to the Water Development Board bill 
pattern;         
	Desalination Grants. Out of funds appropriated above in 
Strategy A.1.2.  Water Planning, the Water Development Board is 
authorized to use an amount not to exceed $1.5 million from the 
Water Assistance Fund No. 480 for competitively awarded grants for 
desalination research and regional studies.
	Make all other necessary adjustments.                                          
	Overview                                                                
	This rider authorizes the use of existing funds for 
desalination research and regional studies.  This research will be 
used to determine the feasibility and costs/benefits of building a 
desalination facility on the Gulf Coast of Texas.
