Amend Amendment No. 209 by Castro and Garza to CSHB 1 (page 
241, amendment packet) as follows:
	(1)  On line 9, insert "the lesser of" between "Success by" 
and "$45,000,000".
	(2)  On line 9, insert the following between "$45,000,000" 
and "for Basic Skills":
	"or the amount made available by striking Rider 3 to the 
appropriations to the House of Representatives and striking the 
unexpended balances appropriation to the Legislative Council,".
