	(1)  On page X-2, House of Representatives, strike Rider #3, 
Unexpended Balances.
	(2)  On page X-4, Legislative Council, Rider #2., after the 
words "Unexpended Balances" strike the first paragraph beginning 
with the words "Any unexpended balances as of August 31, 2003" and 
ending with the words "appropriation to the Council."
	(3)  On page III-4, increase funding for Strategy B.2.1.  
Instructional Materials by $45,000,000 for the purchase of 
Textbooks.
