Amend CSHB 1 as follows:                                                     
	1. On page I-53, Historical Commission, reduce the 
appropriation for Strategy A.1.2. Preservation Trust Fund, by 
$1,700,000 in Fiscal Year 2004.
	2. On page I-53, Historical Commission, Strategy A.1.5. 
Courthouse Preservation, by reducing the general revenue 
appropriation in Fiscal Year 2004 by $13,300,000.
	3. In ARTICLE III, on page III-2, fund Texas Education Agency 
strategy A.2.2 "Student Success" as follows:

	8. On page III-15, amend rider #50 as follows:                                 
	Kindergarten and Pre-kindergarten Grant Programs. Out of the 
funds appropriated above in Strategy A.2.2, Student Success, the 
Commissioner of Education shall allocate $100,000,000 [$92,500,000
in 2004 and $100,000,000 [$92,500,000 in 2005 for the purpose of 
providing grants for kindergarten and prekindergarten programs 
consistent with the provisions of Texas Education Code § 29.155. 
Any unexpended balances as of August 31, 2004, are appropriated for 
the same purpose for the 2005 fiscal year.
		Out of the amount identified above, the commissioner 
shall set aside $5 million in each year of the 200405 biennium for 
the development of instructional materials for early childhood 
education programs and the operation of early childhood programs at 
the Center for Improving the Readiness of Children for Learning and 
Education at The University of Texas Health Science Center at 
Houston.

2002-2003 appropriations bill, ARTICLE III rider 74.
