Amend CSHB 1 as follows:                                                     
	In Article III, add the following language to the 
appropriately numbered rider under the appropriations to the Texas 
Education Agency (page III-19):
	69.  Non-discrimination Clause.                                                
	It is the intent of the Legislature that public funds shall 
not be used by a public educational institution or employee of a 
public educational institution to discriminate against a student 
enrolled in that institution on the basis of the ethnicity, color, 
disability, religion, sexual preference, or national origin of the 
student or the student's parent.
