Amend the Coleman amendment on page 275, by striking parts 
(1) and (2) and substituting the following new part (1):
	"(1) On page II-55, add the following new subsection:                          
	Sec. _____. Medicaid Payment Deferral.  The Medicaid 
strategies above in Goal B are hereby reduced by $93,000,000 in 
general revenue in Fiscal Year 2005.  The appropriations made in 
this act to Goal B, including the reduction made in this provision, 
do not include the August 2005 payment for fee-for-service medical 
benefits claims."
