Amend CSHB 1, in Article III of the bill, by adding the 
following appropriately numbered rider following the appropriation 
to the State Board for Educator Certification:
	___.  INTERIM STUDY CONCERNING PROGRAM TO ENCOURAGE 
CERTIFICATION TO TEACH BILINGUAL EDUCATION, ENGLISH AS A SECOND 
LANGUAGE, OR SPANISH.  It is the intent of the legislature that the 
State Board for Educator Certification, pursuant to its authority 
under Section 21.004, Education Code, and Subchapter B, Chapter 21, 
Education Code, use an appropriate portion of the funds 
appropriated to the board by this Act to conduct a study, in 
consultation with the University of North Texas at Dallas, 
concerning the establishment of a program at the university to 
provide financial incentives, such as tuition assistance and loan 
forgiveness, to encourage students who enroll in an educator 
preparation program at the university to become certified to teach 
bilingual education, English as a second language, or Spanish.  It 
is the intent of the legislature that the State Board for Educator 
Certification complete the study and report the results of the 
study to the legislature not later than December 31, 2004.
