Amend CSHB 1 as follows:                                                     
	(1)  In the Article III appropriations to the Teacher 
Retirement System for strategy A.3.1.  (page III-31), strike the 
amount appropriated for the state fiscal year ending August 31, 
2004, and substitute $588,700,000.
	(2)  In the Article III appropriations to the Teacher 
Retirement System for strategy A.3.1.  (page III-31), strike the 
amount appropriated for the state fiscal year ending August 31, 
2005, and substitute $588,700,000.
	(3)  In the Article VII appropriations to the Texas 
Department of Transportation, reduce all appropriations 
proportionately for the state fiscal biennium ending August 31, 
2005, by a total of $1,177,400,000.
