Amend CSHB 1, Article III, Page III-49, Rider 15, under the 
appropriation for the Higher Education Coordinating Board, by 
adding the following new subsection (a) and renumber the remaining 
subsections accordingly:
	a.  For fiscal year 2004, funding shall be provided for growth 
in contact hours at institutions which experience an increase in 
contact hours in RN professional nursing courses greater than 5 
percent between Fall 2002 and Fall 2003 semesters.  For fiscal year 
2005, funding shall be provided for growth in contact hours at 
institutions which experience an increase in contact hours in RN 
professional nursing courses greater than 10 percent between Fall 
2002 and Fall 2004 semesters.  This subsection should be fully 
funded prior to providing funding under subsections (b) or (c).
