Amend CSHB 1 in Article III of the bill by adding the 
following appropriately numbered rider following the 
appropriations to the Teacher Retirement System:
	         .  INDEPENDENT ACTUARIAL AUDIT OF TEACHER RETIREMENT 
SYSTEM.  Using an appropriate portion of the money appropriated to 
the Teacher Retirement System by this Act, the Teacher Retirement 
System shall obtain an independent actuarial audit of the system.  
The Teacher Retirement System shall provide the results of the 
audit to the Legislative Budget Board and the Governor's Office of 
Budget and Planning in a report delivered not later than January 16, 
2004.
