Amend CSHB 1 as follows:                                                     
	(1)  On page X-3, add the following appropriately-numbered 
rider:            
	"_____.  Reduction in Mileage Allowance.  Notwithstanding any 
other provision of this Act or action by the Texas Ethics 
Commission, the Comptroller shall not honor warrants for mileage 
reimbursements to Members of the House if the reimbursement rate is 
greater than $.13 per mile."
	(2)  On page III-31, increase funding for Strategy A.3.1 
Active Health by any surplus amounts saved from Rider No. _____, 
Article X.
