On page III-55 of CSHB 1, in the bill pattern for the Higher 
Education Coordinating Board, add the following rider:
	_____. Contingency for HB 1882. Contingent upon the 
enactment of HB 1882, or similar legislation expanding eligibility 
requirements for the Early High School Graduation Program, the 
Higher Education Coordinating Board may retain, out of funds 
appropriated above in Strategy B.1.8., Early HS Graduation Program, 
$212,500 in fiscal year 2004 and $122,000 in fiscal year 2005 for 
the purpose of implementing the Act.  Also contingent on the 
enactment of HB 1882 or similar legislation, the "Number of 
Full-time Equivalent Positions" FTE figure indicated for the Higher 
Education Coordinating Board is hereby increased by 1.0 in fiscal 
year 2004 and 2.0 in fiscal year 2005.
