Amend CSHB 1 as follows:                                                     
	1) On page III-88, Texas A&M University-Kingsville add the 
following section:
	"Sec. _____. IRMA RANGEL SCHOOL OF PHARMACY.  In addition to 
the funds appropriated above, Texas A&M-Kingsville is hereby 
appropriated $5.4 million for the completion of the building, 
furnishing and equipping the facility and other costs as required 
for the school to begin accepting students in the Fall of 2005.  The 
Legislature expressly has determined that there is a demonstrated 
need for this project."
	2) On pages X-2, House of Representatives, add the following 
section:        
	"Sec. _____. Out of the funds appropriated above, including 
any unexpended balances appropriated to the House of 
Representatives or any unexpended balances appropriated to another 
legislative agency which have designated as balances available for 
use by the House of Representatives, no less than $5.4 million shall 
be transferred to Texas A&M-Kingsville for the sole purpose of 
completing the Irma Rangel School of Pharmacy.
