Amend CSHB 1 in Article III, following the appropriations for 
the University of Houston, by adding the following appropriately 
numbered rider (on page III-98):
	___.  ETHNIC STUDIES PROGRAMS. Any portion of the amount 
appropriated above in Strategy C.4.1, Institutional Enhancement, 
that is used to fund ethnic studies programs at the University of 
Houston must be used to fund each ethnic studies program at the 
university equally.
