Texas State Data Center

Overview
This motion would increase the agency's appropriation of
General Revenue by $300,000 biennially to fund the Texas State Data
Center ('TSDC') in the Texas Agricultural Experiment Station. The
additional funding would be contingent upon the Comptroller being
able to certify the TSDC would be able to generate a biennial amount
of at least $300,000 in additional revenue to the General Revenue
Fund. Program Enhancement funds were originally used to fund this
rider, but the agency did not request such funds in its building
blocks request.
Required Action
1. Increase General Revenue funding in Strategy A.1.1.
Agricultural/Life Science Research by $150,000 in FY 2004 and
$150,000 in FY 2005.
2. On page III-_____, in the Texas Agricultural Experiment
Station's bill pattern, restore the following (revised) rider:
_____. Contingent Upon Comptroller Certification: Texas State
Data Center. Out of the funds appropriated above in Strategy A.1.1,
Agricultural/Life Science Research, $150,000 in fiscal year 2004
and $150,000 in fiscal year 2005 are appropriated from the General
Revenue Fund for the operation of the Texas State Data Center in the
Department of Rural Sociology in the Texas Agriculture Experiment
Station, contingent upon certification by the Comptroller of Public
Accounts that increased activity resulting from the work of the
Texas State Data Center will generate at least $300,000 for the
biennium in additional revenue to the General Revenue Fund.
