Amend CSHB 1 as follows:                                                     
	(1) On page I-29, add the following appropriately-numbered 
rider:            
	"_____. State Refunds for Economic Development.  
Notwithstanding any other provision of this Act or other law, no 
state funds, regardless of source, shall be used for to pay state 
refunds for economic development under Chapter 111, Tax Code."
	(2) On page III-31, increase funding for Strategy A.3.1 
Active Health by $20 million for teacher health insurance.
