Amend CSHB 1, in Article III of the bill, by adding the 
following appropriately numbered rider after the appropriations to 
the Texas Higher Education Coordinating Board:
	___.  Appropriations Prohibited for Tuition Exemptions for 
Students from Other Nations of the American Hemisphere.  None of the 
money appropriated by this Act may be used for purposes of directly 
or indirectly funding exemptions from tuition and fees for students 
from other nations of the American hemisphere under Section 54.207, 
Education Code.
