Amend CSHB 1 as follows:                                                     
	In Article V of the bill, following the appropriation to the 
Texas Department of Criminal Justice, (Page V-24), add the 
following appropriately numbered rider:
	_____.  Use of Inmate Labor for State and Local Projects.  The 
Department of Criminal Justice shall maximize efforts to and 
minimize bureaucracy in provision and use of inmate labor for 
development, repair and clean up projects at state agencies and 
facilities, institutions of higher education.  Such assistance 
shall also be made available to units of local government.
