Amend CSHB 1 as follows:                                                     
	1.) On page I-53, Historical Commission, A.1.2. Strategy 
(Preservation Trust Fund), reduce the amount of the appropriation 
by $2,500,000 in Fiscal Year 2004.
	2.) On page I-55, strike everything between the words "7. 
Preservation Trust Fund" and the words "included in the amounts 
appropriated above".
	3.) On page VI-44, Water Development Board, A.1.2. Strategy 
(Water Planning), increase the amount of appropriation by 
$2,500,000 for the biennium.
	4.) On page VI-47, Water Development Board, amend Rider No. 2 
as follows:    
	Transfer Authorized.  Included in amounts appropriated above 
in Strategy A.1.2, Water Planning, is $4,880,000 in fiscal year 
2004 and $4,020,000 in fiscal year 2005 out of the General Revenue 
Fund to be transferred to the Water Assistance Fund No. 480, for the 
sole purpose of making grants to regional planning groups pursuant 
to Water Code, § 15.4061.  Out of these totals, at least $1,300,000 
in fiscal year 2004 and $1,300,000 in fiscal year 2005 will go to 
support region-specific studies supporting water demand reduction 
and conservation strategies. The Texas Water Development Board 
is authorized to transfer these funds from the Water Assistance 
Fund to other accounts as authorized under Water Code, § 15.011 as 
needed to support the regional planning process.
