Amend CSHB 1 as follows:                                                     
	In Article VI, add the following appropriately numbered rider 
under the appropriations to the Water Development Board.
	_____.  Economically Distressed Areas Program Bonds.  The 
Water Development Board may issue up to $50 million in bonds that 
require debt service payments out of the General Fund for the 
Economically Distressed Areas Programs on or after February 15, 
2005.
