Amend CSHB 1 in Article VII of the bill by adding the 
following appropriately numbered rider following the 
appropriations to the Texas Workforce Commission:
	____.  FEDERAL CHILD CARE AND DEVELOPMENT BLOCK GRANT FUNDS.  
The Texas Workforce Commission shall direct local workforce 
development boards to identify and obtain money from local sources 
that enables the commission or boards to receive additional 
available matching money under the Child Care and Development Block 
Grant Act of 1990 (42 U.S.C. Section 9858 et seq.), as amended, that 
the commission or boards would not otherwise receive.  Matching 
money received that exceeds the projected amount for the 2004-2005 
fiscal year may, to the extent allowed by federal law, be used for 
quality improvement projects.  The money may not be used to raise 
performance units for children receiving child-care services 
through a local workforce development board in proportion to the 
local money obtained by that board.
