Amend CSHB 1 as follows:                                                     
	In Article VII, under the appropriations to the Business and 
Economic Development Section, Office of Rural Community Affairs, 
add the following appropriately numbered rider on page VII-24:
	   . CONTINGENCY APPROPRIATION, COMMUNITY TELECOMMUNICATIONS 
ALLIANCE PROGRAM.  Contingent on the enactment of HB 3325, 
Seventy-eighth Legislature, Regular Session, the Office of Rural 
Community Affairs is hereby appropriated out of the 
Telecommunications Infrastructure Fund $22,000,000 in fiscal year 
2004 for the Community Telecommunications Alliance Program.
