Amend Amendment No. 32 to CSHB 1 by Naishtat (amendment 
package page 22) as follows:
	(1)  Strike item (1) of the amendment and substitute:                          
	(1)  On page I-50, Trusteed Programs Within the Office of the 
Governor, strike Strategy A.1.2. Disaster Funds and the 
appropriation of general revenue in the amount of $7,000,000 in 
Fiscal Year 2004 and U.B. in Fiscal Year 2005 and renumber the 
remaining strategies accordingly.
	(2)  On page I-52, Trusteed Programs Within the Office of the 
Governor, add the following section and renumber the remaining 
sections accordingly:
	"Sec. _____.  Disaster Assistance.  Notwithstanding other 
limitations on transfers of funds contained in this act, the 
governor is authorized to transfer funds between agencies and 
between strategies within an agency in order to respond immediately 
to events for which the governor has declared a State of Disaster by 
executive order or proclamation.  A detailed list of the agencies 
and strategies from which funds are transferred under the authority 
of this rider shall be provided to the Legislative Budget Board and 
the Comptroller of Public Accounts.
	(3)  On page I-49, Office of the Governor, strike Section 5, 
Unexpended Balances Between Biennia, and renumber the remaining 
sections accordingly.
	(4)  On page I-53, Historical Commission, reduce the 
appropriation for Strategy A.1.2. Preservation Trust Fund by 
$2,500,000 in general revenue for Fiscal Year 2004 and on page I-55, 
strike everything between the words "7. Preservation Trust Fund" 
and the words "Included in the amounts appropriated above".
	(5)  On page I-53, Historical Commission, reduce the general 
revenue appropriation in Strategy A.1.5. Courthouse Preservation 
by $13,300,000 in Fiscal Year 2004.
	(6)  On page I-62, Department of Information Resources, 
reduce the general revenue appropriation for the biennium by 
$2,908,275 and on page I-66, Section 9, strike the last sentence 
which reads "Included in the amounts appropriated above is 
$2,908,275 in General Revenue Funds in this account for the 
purposes set forth above."
	(7)  On page I-79, Office of State-Federal Relations, reduce 
the general revenue appropriation for Goal A:  Influence Federal 
Action by $180,000 in each year of the biennium.
	(8)  Reduce the appropriation to the Soil and Water 
Conservation Board in Strategy A.1.2. Brush Control Assistance 
(page VI-42) by $5,000,000 in the state fiscal year ending August 
31, 2004, and by $5,000,000 in the state fiscal year ending August 
31, 2005.
	(9)  Following the Article X appropriations to the House of 
Representatives, Strike Rider No. 3 (page X-2).
	(10)  Following the Article X appropriations to the Texas 
Legislative Council, in Rider No. 2 (page X-4), strike "Any 
unexpended balances in the appropriations account of the 
Legislative Council as of August 31, 2004, are hereby appropriated 
to the Legislative Council for the fiscal year beginning September 
1, 2004."
	(2)  Strike item (2) of the amendment and substitute:                          
	(2)  Following the Article II appropriations to the Health 
and Human Services Commission add the following appropriately 
numbered rider:
	_____.  MEDICALLY NEEDY ADULTS.  The amount of $60,800,000 is 
appropriated out of the general revenue fund to the Health and Human 
Services Commission to restore the medically needy adults program 
for the state fiscal biennium ending August 31, 2005.
