Amend CSHB 1 as follows:                                                     
	On page 95 Article IX, add Sec. 12.17.  Contingency 
Provisions for HJR 66.  Contingent on the enactment of HJR 66, or 
other similar legislation by the Seventy-eighth Legislature, 
Regular Session, allowing the Permanent School Fund to adopt a 
total return investment philosophy, the proceeds of $317,000,000 
for the biennium as computed by the Comptroller, shall be 
appropriated to the following:
	Texas Education Agency B.2.1.  Strategy:  Instructional 
Materials on page 4 Article III for fiscal year 2005.
