Amend CSHB 1 by adding the following appropriately numbered 
Section to Article IX of the bill:
	Sec. _____.  REQUIREMENT TO FUND EDUCATION, HEALTH AND HUMAN 
SERVICES, AND CRIMINAL JUSTICE AT CURRENT LEVELS.  Notwithstanding 
anything to the contrary in this Act, this Act appropriates no money 
to any agency for any purpose, other than an agency receiving 
appropriations under Article II, III, or V of this Act, unless this 
Act also:
		(1)  appropriates money under Article II of this Act in 
a total amount equal to the total amount appropriated under Article 
II of this Chapter 1515, Acts of the 77th Legislature, Regular 
Session, 2001 (the General Appropriations Act); and
		(2)  appropriates money under Article III of this Act in 
a total amount equal to the total amount appropriated under Article 
III of Chapter 1515, Acts of the 77th Legislature, Regular Session, 
2001 (the General Appropriations Act); and
		(3)  appropriates money under Article V of this Act in a 
total amount equal to the total amount appropriated under Article V 
of this Chapter 1515, Acts of the 77th Legislature, Regular 
Session, 2001 (the General Appropriations Act).
