Amend Amendment No. 344 by Solis to CSHB 1 (page 457, 
amendment packet) by striking lines 3-20 and substituting the 
following:
	Sec._____.  Restoration of Funds to Certain Agencies in 
Areas of Health and Human Services, Education, and Public Safety 
and Criminal Justice.  If an agency under Article II, III, or V of 
this Act is appropriated for a fiscal year of the biennium under 
this Act a total amount that is at least 12.5 percent less than the 
total  appropriations to that agency by the general appropriations 
act adopted by the 77th Legislature for the fiscal year ending 
August 31, 2003:
		(1)  the appropriations to that agency for the relevant 
fiscal year are increased by an amount that is equal to 12.5 percent 
of the total appropriations to the agency by the general 
appropriations act adopted by the 77th Legislature for the fiscal 
year ending August 31, 2003; and
		(2)  the total amount appropriated to all agencies that 
receive appropriations under an article other than Article II, III, 
or V of this Act for  the relevant fiscal year is reduced by an 
amount that equals the increase in appropriations made by 
Subdivision (1) of this section, with reductions distributed 
proportionately among all agencies that receive appropriations 
under an article of this Act other than Article II, III, or V.
