Amend CSHB 1 as follows:                                                     
	In Article IX, add the following new rider:                                    
	_____.  Prohibition of Grants or Loans to Abortion Providers.  
This section applies to grant or loan programs appropriated in this 
Act.  No funds appropriated herein shall be awarded to an entity or 
an affiliate of an entity that performs abortions as defined by 
Chapter 245,  Health and Safety Code, except when such procedure is 
necessary to save the life of the mother.
