Amend CSHB 1, Article IX, by adding a new section as follows:                
	"Sec. _____. LIMITATION ON VEHICLE PURCHASES. 
Notwithstanding other provisions of this act, none of the funds 
appropriated herein may be used for the purchase of a vehicle unless 
the vehicle is used by the Texas Department of Safety for law 
enforcement purposes or by an education or health and human 
services agency to transport clients.
