Amend CSHB 1, Article IX, by adding a new section as follows:                
	"Sec. _____. None of the funds appropriated in this act shall 
used to fund the Cow Genome Project.  The limitation on expenditures 
does not in any way prohibit an agency or institution of higher 
education from soliciting and expending private gifts, grants or 
donations specifically for the project.
