Amend CSHB 1 as follows:                                                     
	1) On page I-30, Comptroller of Public Accounts, add the 
following section and number it appropriately:
	"Sec. _____. Improved Tax Compliance and Collections. In 
addition to the amounts appropriated above, there is hereby 
appropriated $8,100,000 out of the general revenue fund for the 
biennium beginning September 1, 2003, to improve tax collections 
and compliance.  The appropriation is contingent upon the 
Comptroller's certification that increased tax collections 
estimated to be $83,673,000 for the biennium would result from 
increased efforts to ensure tax compliance and collections and 
would result in a net gain estimated to be $75,573,000 in the 
General Revenue Fund."
	2) On page I-50, Trusteed Programs Within the Office of the 
Governor, strike Strategy A.1.2. Disaster Funds and the 
appropriation of general revenue in the amount of $7,000,000 in 
Fiscal Year 2004 and U. B. in Fiscal Year 2005 and renumber the 
remaining strategies accordingly.
	3) On page I-52, Trusteed Programs Within the Office of the 
Governor, add the following section and renumber the remaining 
sections accordingly:
	"Sec. _____. Disaster Assistance. Notwithstanding other 
limitations on transfers of funds contained in this act, the 
governor is authorized to transfer funds between agencies and 
between strategies within an agency in order to respond immediately 
to events for which the governor has declared a State of Disaster by 
executive order or proclamation.  A detailed list of the agencies 
and strategies from which funds are transferred under the authority 
of this rider shall be provided to the Legislative Budget Board and 
the Comptroller of Public Accounts.
	4) On page I-49, Office of the Governor, strike Section 5, 
Unexpended Balances Between Biennia, and renumber the remaining 
sections accordingly.
	5) On page I-53, Historical Commission, reduce the 
appropriation for Strategy A.1.2. Preservation Trust Fund by 
$2,500,000 in general revenue for Fiscal Year 2004 and on page I-55, 
strike everything between the words "7. Preservation Trust Fund" 
and the words "Included in the amounts appropriated above".
	6) On page I-53, Historical Commission, reduce the general 
revenue appropriation in Strategy A.1.5. Courthouse Preservation 
by $13,300,000 in Fiscal Year 2004.
	7) On page I-62, Department of Information Resources, reduce 
the general revenue appropriation for the biennium by $2,908,275 
and on page I-66, Section 9, strike the last sentence which reads 
"Included in the amounts appropriated above is $2,908,275 in 
General Revenue Funds in this account for the purposes set forth 
above."
	8) On page I-79, Office of State-Federal Relations, reduce 
the general revenue appropriation for Goal A: Influence Federal 
Action by $180,000 in each year of the biennium.
	9) On page II-54, Health and Human Services Commission, 
strike Section 45, Umbilical Cord Blood Bank, in its entirety.
	10) Article II, Health and Human Services Commission, 
increase general revenue funding by these amounts:
	1) $47.5 million to maintain mail-in application and renewal 
for children's Medicaid;
	2) $107.3 million to maintain the asset test from Medicaid 
simplification.
