Amend Amendment No. 37 by Naishtat to CSHB 1 (page 23, 
amendment packet) as follows:
	(1) Strike Item 1 of the amendment and substitute the 
following:             
	(1) Reduce the Article V appropriations to the Department of 
Public Safety for Method of Financing: General Revenue Fund (page 
V-44), by $20,000,000 for the state fiscal year ending August 31, 
2004, and by $20,000,000 for the state fiscal year ending August 31, 
2005.
	(2) Strike Items 9 and 10 of the amendment.                                    
	(3) Add the following appropriately numbered Items to the 
amendment and renumber subsequent Items accordingly:
	_____. Reduce the Article VII appropriations to the Texas 
Department of Transportation for Method of Financing: State Highway 
Fund 006 (page VII-27), by $20,000,000 for the state fiscal year 
ending August 31, 2004, and by $20,000,000 for the state fiscal year 
ending August 31, 2005.
	_____. Increase the appropriation to the Department of Public 
Safety from the State Highway Fund 006 by $20,000,000 for the state 
fiscal year ending August 31, 2004, and by $20,000,000 for the state 
fiscal year ending August 31, 2005.
	_____. Increase the appropriation under Total: Goal B (page 
II-41) to the Health and Human Services Commission from general 
revenue by the amount of $47.5 million for the purpose of 
maintaining the mail-in application and renewal process for 
children's Medicaid.
