Amend CSHB 1 as follows:                                                     
	(1) On the appropriate page under Article III, add the 
following rider:      
	The University of Texas Southwestern Medical Center
	Tuition Revenue Bonds
	Contingent upon the enactment of legislation relating to the 
authorization of the issuance of tuition revenue bonds for The 
University of Texas Southwestern Medical Center, increase strategy 
C.2.1 by $4,494,000 out of the General Revenue Fund for the 2004-05 
biennium for debt service of those bonds for the fiscal year 2004.  
The above appropriation is made from funds received by 
restructuring existing debt at the Texas Public Finance Authority.  
Any portion of this appropriation not spent in fiscal year 2004 
could be expended for the same purposes in fiscal year 2005.
