Amend CSHB 1, on page I-52, Trusteed Programs Within the 
Office of the Governor by adding a new section as follows:
	"Sec. _____. Criminal Justice Funds. Out of the funds 
appropriated above for narcotics task forces in Strategy A.1.4. 
Criminal Justice, the governor shall allocate: (a) not less than 
$1,500,000 in Fiscal Year 2004 and not less than $2,250,000 in 
Fiscal Year 2005 to fund existing drug courts; (b) not less than 
$750,000 in Fiscal Year 2004 and $1,500,000 in Fiscal Year 2005 to 
establish new drug courts; (c) not less than $5.3 million for the 
biennium for state jail substance abuse programs at the Texas 
Department of Criminal Justice; (d) not less than $11.4 million for 
the biennium for the Parole Field Referral Substance Abuse Program 
at the Texas Department of Criminal Justice; and (e) not less than 
$22.2 million for the biennium for mental health services (Texas 
Council on Offenders with Mental Impairments). None of the 
remaining funds may be used to provide support of any kind to a 
regional or multi-jurisdictional narcotics task force.
