Amend CSHB 1 as follows:                                                     
	Required Action                                                                
	On page I-60 of the bill pattern for the Department of 
Information Resources, add the following new rider:
	            Contingency for HB 2067.  Contingent on passage of HB 
2067, SB 1701 or similar legislation relating to the Department of 
Information Resources' management of certain electronic and 
telecommunications projects, by the Seventy-eighth Legislature, 
Regular Session, 2003 if the Legislative Budget Board (LBB) and the 
Governor approve the Department of Information Resources (DIR) 
proposal for funding a project or projects under Section 2055.101, 
Government Code, agencies shall pay DIR their share of funding for 
development of a business case and funding model and any costs 
associated with the planning, development and implementation for 
the project as identified by DIR.
	State agencies shall use the services provided through the 
DIR as part of a designated consortia project based on a cost 
recovery model developed by the DIR.  Agencies may not expend 
appropriated funds for services designated as a consortia project 
by the DIR.
	Costs savings realized by the affected agencies from 
implementation of the approved project or projects shall be 
reported to the LBB and Governor by DIR.
