Amend Amendment No. 54 by Gallego to CSHB 1 (amendment 
packet, page 38) by striking the language following "adding the 
following section:" and substituting the following:
	Sec. _____.  None of the funds appropriated above may be used 
for purposes of contracting with or hiring an outside consultant or 
lobbyist for the purpose of lobbying or otherwise contacting 
members of the United States Congress or the United States 
executive branch on behalf of the State of Texas.  This prohibition 
does not apply to an individual who is a full-time employee of the 
State of Texas.
