Amend CSHB 1 as follows:
1) On page II-41, Health and Human Services Commission,
increase the general revenue funding for Goal C: Insure Children by
$210,000,000 to restore the CHIP program.
2) On page I-30, Comptroller of Public Accounts, add the
following section and number it appropriately:
"Sec. _____. Improved Tax Compliance and Collections. In
addition to the amounts appropriated above, there is hereby
appropriated $8,100,000 out of the general revenue fund for the
biennium beginning September 1, 2003, to improve tax collections
and compliance. The appropriation is contingent upon the
Comptroller's certification that increased tax collections
estimated to be $83,673,000 for the biennium would result from
increased efforts to ensure tax compliance and collections and
would result in a net gain estimated to be $75,573,000 in the
General Revenue Fund."
3) On page I-50, Trusteed Programs Within the Office of the
Governor, strike Strategy A.1.2. Disaster Funds and the
appropriation of general revenue in the amount of $7,000,000 in
Fiscal Year 2004 and U.B. in Fiscal Year 2005 and renumber the
remaining strategies accordingly.
4) On page I-52, Trusteed Programs Within the Office of the
Governor, add the following section and renumber the remaining
sections accordingly:
"Sec. _____. Disaster Assistance. Notwithstanding other
limitations on transfers of funds contained in this act, the
governor is authorized to transfer funds between agencies and
between strategies within an agency in order to respond immediately
to events for which the governor has declared a State of Disaster by
executive order or proclamation. A detailed list of the agencies
and strategies from which funds are transferred under the authority
of this rider shall be provided to the Legislative Budget Board and
the Comptroller of Public Accounts.
5) On page I-49, Office of the Governor, strike Section 5,
Unexpended Balances Between Biennia, and renumber the remaining
sections accordingly.
6) On page I-53, Historical Commission, reduce the
appropriation for Strategy A.1.2. Preservation Trust Fund by
$2,500,000 in general revenue for Fiscal Year 2004 and on page I-55,
strike everything between the words "7. Preservation Trust Fund"
and the words "Included in the amounts appropriated above".
7) On page I-53, Historical Commission, reduce the general
revenue appropriation in Strategy A.1.5. Courthouse Preservation
by $13,300,000 in Fiscal Year 2004.
8) On page I-62, Department of Information Resources, reduce
the general revenue appropriation for the biennium by $2,908,275
and on page I-66, Section 9, strike the last sentence which reads
"Included in the amounts appropriated above is $2,908,275 in
General Revenue Funds in this account for the purposes set forth
above."
9) On page I-79, Office of State-Federal Relations, reduce
the general revenue appropriation for Goal A: Influence Federal
Action by $180,000 in each year of the biennium.
10) On page II-54, Health and Human Services Commission,
strike Section 45, Umbilical Cord Blood Bank, in its entirety.
11) On -72, University of Texas at Permian Basin, strike
special item Strategy C.4.2, Total Funding Hold Harmless by
$1,095,000 in each year of the biennium.
12) On page VI-1, Texas Department of Agriculture, reduce
the general revenue appropriation for the boll weevil program in
Strategy A.1.3. Integrated Pest Management by $10,000,000 in
Fiscal Year 2004 and $10,000,000 in Fiscal Year 2005.
13) On page VI-5, Article VI, Department of Agriculture,
amend Section 14. Appropriation: GO TEXAN Partner Program,
between the words "$2,000,000" and the words "to be transferred"
strike the words "in General Revenue" and insert the words "from the
Hotel Occupancy Tax Deposits Account No. 5003".
14) On page VI-42, Soil and Water Conservation Board, reduce
the general revenue appropriation in Strategy A.1.2. Brush Control
Assistance by $6,460,424 in Fiscal Year 2004 and $38,564 in Fiscal
Year 2005.
15) On page IX-28, Section 11.28, after the words "Capital
Budget Reductions" strike the remainder of that paragraph beginning
with the words "- Intent of the Legislature" and ending with the
words "for reduction consideration:" and substitute the following
language in lieu thereof:
"The general revenue funds appropriated elsewhere in this act
for the capital budget items listed below are hereby reduced in the
amount specified for the 2004-2005 biennium."
16) On page X-2, House of Representatives, strike Rider #3,
Unexpended Balances.
17) On page X-4, Legislative Council, Rider #2, after the
words "Unexpended Balances" strike the first paragraph beginning
with the words "Any unexpended balances as of August 31, 2003" and
ending with the words "appropriation to the Council."
