Amend CSHB 1 as follows:                                                     
	(1)  On page III-19, add the following new rider:                              
	"69.  Additional State Aid for Ad Valorem Tax Credits Under 
Texas Economic Development Act.  Notwithstanding any other 
provision of this Act or other law, no funds appropriate to the 
Texas Education Agency by this Act shall be used for state aid for 
tax credits credited against ad valorem taxes of a school district 
under Subchapter D, Chapter 313, Tax Code.
	(2)  On page II-40, increase funding for Strategy B.2.3 
Premiums:  Pregnant Women by $49.8 million for Medicaid for 
Pregnant Women.
