Amend CSHB 4 by inserting an appropriately numbered section 
in Article 4590i to read as follows:
	(a)  Notwithstanding any other law, a health care provider is 
liable for all damages, without limitation, proximately caused by 
the performance of a medical procedure upon and unique to a female 
patient or a child that does not conform to the applicable standard 
of care.
