Amend CSHB 4 as follows:                                                     
	On Page 12, after line 11 insert a new subsection (2) to read 
as follows and renumber the remaining sections accordingly:
		(2)  an action in which the defendant:                                        
			(A)  is a country that harbors or aids terrorists 
or that is listed by any agency of the United States government as 
harboring or aiding terrorists; or
			(B)  is a person who engages in or aids terrorism 
or aids or harbors terrorists;
