Amend CSHB 4 as follows:                                                     
	(1)  On page 13, between lines 20 and 21, insert the 
following:              
	"(g)  This section does not apply to any claim to which the 
General Aviation Revitalization Act of 1994 (Pub. L. No. 103-298, 
108 Stat. 1552 (1994), reprinted in Note, 49 U.S.C. Sec. 40101) or 
its exceptions are applicable."
	(2)  On page 14, line 1, insert the following between 
"allegations" and "if":

"involving failure to provide adequate warnings or information"        
	(3)  On page 14, between lines 36 and 37, insert the 
following:              
"(5)  the defendant, before or after pre-market 
approval or licensing of the product, engaged in conduct that would 
constitute a violation of 18 U.S.C. Sec. 201 and that conduct 
caused the warnings or instructions approved for the product by the 
United States Food and Drug Administration to be inadequate."
