Amend CSHB 4 by adding a new section 24.04 (page 50, after 
line 48, committee printing) to read as follows:
	SECTION 24.04.  (a)  This section applies to an election held 
on September 13, 2003 at which H.J.R. 3 relating to provisions in 
this Act is submitted to the voters.
	(b)  Each county is entitled to be reimbursed for any costs 
to the county not reimbursed or covered by other amounts provided by 
the state in conducting the election held on September 13, 2003, at 
which this constitutional amendment is submitted to the voters.  To 
receive reimbursement under this section, the county judge shall 
submit information required by the secretary of state not later 
than January 1, 2004.  After receiving a request for reimbursement 
under this section, the secretary of state shall reimburse the 
county for the costs from any funds appropriated to the secretary of 
state for that purpose.  This section does not apply if there are no 
constitutional amendments on the ballot submitted to the voters on 
an election held November 4, 2003.
