Amend CSHB 5 in SECTION 1.02 of the bill by striking proposed 
Section 41.001(b), Education Code, and substituting the following:
	(b)  The public school finance system of this state must 
adhere to a standard of neutrality that, after acknowledging all 
legitimate student and district cost differences, provides:
		(1)  all school districts with equal access to 
substantially similar revenue per student at similar tax effort; 
and
		(2)  school districts serving at least 90 percent of 
the students in this state with the same revenue for similar tax 
effort.
