Amend CSHB 5 in ARTICLE 1 of the bill by inserting the 
following new SECTION, appropriately numbered, and renumbering the 
subsequent SECTIONS accordingly:
	SECTION 1.___.  (a)  An initial proposition under Section 
42.004, Education Code, as added by this Act, may be submitted to 
the voters of a school district at the same election at which the 
constitutional amendment proposed by S.J.R. No. 1, Acts of the 78th 
Legislature, Regular Session, 2003, is submitted to voters.  If 
that constitutional amendment is not approved by voters, the 
results of the election on the proposition under that section are 
void.
	(b)  Notwithstanding Section 6.01 of this Act, this section 
takes effect September 1, 2003.
