Amend CSHB 5 in SECTION 1.14 of the bill, Subsection (b)(5), 
between "graduation rates" and the period, by inserting the 
following:

, including the Texas Higher Education Coordinating Board's  
"Closing the Gap" initiative and other programs designed to address 
patterns in student advancement that create obstacles interfering 
with the ability of students to graduate from high school
